Stores that ignore the legislation could face fines of $7328 for an individual and up to $36,642 for a company.
Frankston MP Geoff Shaw said families in Frankston were "sick and tired" of the soft approach to cannabis.
"Bongs are used for the sole purpose of smoking marijuana, which is an illegal drug that can have harmful consequences when consumed.''
